The Zanzibar Electricity Company (ZECO), like many global utilities is undergoing a digital
transformation to improve financial and operational performance as well as customer service.
ZECO’s digital transformation touches all areas of the business ranging from a smart grid to
automated processes to a digital contact center.
Revenue Protection, including billing and payment, is an area where “digital” can have a significant
impact on energy losses while improving speed and accuracy of billings. Inaccurate metering due
to meter faults or tampering, can lead to understated and under-recovery of billed revenue. To
address this at Large Power Users (LPU’s), ZECO recently implemented an integrated Hexing
AMR and Post-Paid Billing System supported by 130 field based, smart meters that transmit realtime consumption data to the AMR system for monitoring, controlling, and billing purposes. The
AMR/Billing system will create efficiencies in a variety of processes.
To complete the full implementation of AMR/Billing systems, ZECO intends to use the proceeds
of the World Bank financed Zanzibar Electricity Sector Transformation and Access Project
(ZESTA) for the Billing System Integration and Customer Data Migration Project
