STAKEHOLDER ENGAGEMENT PLAN
This Stakeholder Engagement Plan (SEP) which has been prepared and will be implemented by Zanzibar Electricity Corporation (ZECO) and the Ministry of Finance and Planning, during the preparation and implementation of the Zanzibar Energy Sector Transformation and Access (ZESTA) Project. The proposed project will have three major components. Component 1: Renewable Energy and Storage Infrastructure. This component will finance a solar park with a 10-15MW solar PV plant and a stand-alone Battery Energy Storage System (BESS). The solar PV plant will pilot utility-scale renewable energy development in Zanzibar, and the BESS will support the grid by providing supply needed to meet the evening peak and integrate VRE onto the island grid. In addition, this component will also support the technical design and supervision consultancy for the Solar PV and BESS. The consultancy will undertake feasibility studies, associated environmental and social studies, develop procurement documents, and supervise the construction. Component 2: Grid Modernization and Access Scale-up.
CONSULTANCY SERVICES FOR HERITAGE IMPACT ASSESSMENT (HIA)
The RGoZ has obtained funding from the World Bank to implement the Zanzibar Energy Sector Transformation and Access (ZESTA) Project to address key challenges in the sector arising from sole reliance on the limited submarine transmission capacity from mainland, which will, without additional supply options, result in supply rationing and load shedding during the peak demand period in Unguja. The other challenge in the sector is inadequate distribution system capacity that is causing high technical losses and preventing reliable and efficient supply and the acceleration of electricity access scale-up. The ZESTA Project thus aims to expand access to reliable and efficient electricity services and to scale up renewable energy generation in Zanzibar.
The proposed distribution network investments include the refurbishment of existing 11kV substations and the replacement/upgrade of existing 11kV underground cables within the Stone Town area. Construction activities, such as trench excavation and trench compaction, may have negative impacts and risks on cultural heritage assets that are near the construction sites, especially the old buildings that have weak structures. Other potential impacts include noise, dust, closing of roads and alleyways, restriction of religious activities, loss of livelihoods, etc. Construction activities may also expose the public and contractors’ workers to safety risks such as collapsing buildings and falling in uncovered trenches.

CONSULTANCY SERVICES FOR DISTRIBUTION NETWORK REFURBISHMENT AND STRENGTHENING AND LAST-MILE CONNECTIONS
The United Republic of Tanzania, through the Ministry of Water, Energy and Minerals (MoWEM) of Zanzibar, intends to implement the Zanzibar Energy Sector Transformation and Access Project (ZESTA) with financing from the World Bank. The objective of the proposed project is to expand access to reliable and efficient electricity services and to scale up renewable energy generation in Zanzibar. The project will be implemented over a period of six years. The project will be implemented by Zanzibar Electricity Corporation (ZECO) and the Ministry of Water, Energy and Minerals (MoWEM) of Zanzibar. ZECO will implement Component 1, Component 2, and relevant parts of Component 3, while MoWEM will implement the bulk of Component 3. ZECO and MoWEM will each establish a dedicated Project Implementation Unit headed by a Project Manager and Project Coordinator respectively, and supported by staff with requisite technical, fiduciary, and social and environmental safeguards skills
