ZANZIBAR ENERGY SECTOR TRANSFORMATION AND ACCESS PROJECT (ZESTA)

The Revolutionary Government of Zanzibar (RGoZ) through the Ministry of Water, Energy and Minerals under the Zanzibar Electricity Corporation intends to undertake the Zanzibar Energy Sector Transformation and Access project (ZESTA) with the support of the World Bank.

The project development objective is to expand access to reliable and clean electricity services and to create an enabling environment for publicly financed scale sector participation in the Zanzibar electricity sector. The proposed project has three main components to be implemented within six years from 2020/21 to 2025/2026 financial year. They include:

  • Renewable Energy and Storage Infrastructure Development;
  • Grid Modernization and Access Scale-up;
  • Sector Institutional Strengthening and Project Implementation Support.

The project will support the implementation of the ZECO Electrification Master Plan (EMP) by financing the strategic grid extension, strengthening, and modernizing the infrastructures.

The project (ZESTA) will be implemented in all three regions in Zanzibar (Urban and West region, Southern region and Northern region), and the project will support for a publicly solar park with a 10-15MW solar PV plant and a stand-alone Battery Energy Storage System (BESS), Grid Modernization and Access Scale-up that will finance on the following major activities of construction of 132kV backbone transmission infrastructure, Distribution network strengthening and access scale-up, Supervisory Control and Data Acquisition (SCADA) and Sector Institutional Strengthening and Project Implementation Support.

The project will modernize the Zanzibar electricity network to better harness domestic renewable energy resource and expand reliable access to electricity to its citizens and provide cheaper, reliable and quality power to boost socio-economic development in the country.

GRIEVANCE MECHANISM (GM)

A grievance is a concern or complaint raised by an individual or group affected by project’s components on construction or operational activities. Both concerns and complaints can result from either real or perceived impacts of project operation, and may be filed in the same manner and handled with the same procedure.

The Grievance Mechanism (GM) will consist of a number of levels starting with a Shehia Grievance Committees at the lowest level, a project grievance committee, a District Grievance Committee, and a Ministerial Grievance Committee.  The Land Tribunal is also available for land-related matters.  Complainants can always go to the judicial system.
