CONSULTANCY SERVICES FOR DESIGN, PROCUREMENT SUPPORT AND SUPERVISION OF
SOLAR PV GENERATION PLANT AND BATTERY ENERGY STORAGE SYSTEM (BESS)
The Revolutionary Government of Zanzibar through The United Republic of Tanzania, has received financing from the World Bank towards the cost of the Zanzibar Energy Sector Transformation and Access Project (ZESTA) and intends to apply part of proceeds for consulting services.
The consulting services (“the Services”) main objective is to support ZECO on the full implementation of the two described components (BESS and PV plant). This assessment will include two main blocks:
- Phase 1: Design and pre-construction activities (To be implemented as a Lump sum contract).
- Feasibility studies for BESS and PV plant
- Design and preparation of bidding documents for the BESS and solar PV plant
- Procurement support to the client for both BESS and solar PV plant.
- Phase 2: Owner’s Engineer services (Construction supervision (To be Implemented as a time-based contract)
Other specific tasks include the following:
- Project Inception and implementation planning
- Feasibility studies (two separate studies) and site selections for grid connected BESS and solar PV power plant
- Additional preparatory contract, including Bidding Documents and process
- Preparation of Bidding Documents and procurement support to the client
- Training Program for ZECO on construction and contract management

Consultancy Service for Safeguards Implementation Support
The Revolutionary Government of Zanzibar through The United Republic of Tanzania, has received financing from the World Bank towards the cost of the Zanzibar Energy Sector Transformation and Access Project (ZESTA) and intends to apply part of proceeds for consulting services.
The consulting services (“the Services”) main objective is to support ZECO in overall environmental and social management oversight and capacity building during the implementation of the project. The Consultant will be required to support preparation, implementation and monitoring of environmental and social related activities as outlined in the project’s Environmental and Social Instruments which include; (i) Environmental and Social Management Framework (ESMF); (ii) Resettlement Policy Framework (RPF); (iii) Labor Management Procedures (LMP); (iv) Stakeholder Engagement Plan (SEP); and (v) Environmental and Social Commitment Plan (ESCP) for the period of thirty (30) months. Other specific tasks include the following:
- Develop and implement an Environmental and Social Management System (ESMS) for ZECO
- Develop and implement Occupational Health and Safety Management System for ZECO
- Support ZECO in drafting, reviewing and updating the necessary environmental and social risk management instruments, guidelines and procedures
- Monitor and supervise implementation of the project’s environmental and social risk management instruments
- Develop Gender Based Violence and Violence Against Children (GBV and VAC) Response

CONSULTING SERVICES FOR CONDUCTING A BIRDS AND BATS STUDY
The Revolutionary Government of Zanzibar through The United Republic of Tanzania, has received financing from the World Bank toward the cost of the Zanzibar Energy Sector Transformation and Access Project (ZESTA) and intends to apply part of proceeds for consulting services. The consulting services (“the Services”) main objective is to establish baseline data by identifying the migratory routes and gather detailed information and knowledge of birds and bats distribution and flight activities in order to predict the potential effects of the proposed overhead transmission line infrastructure on the birds and bats in accordance with the Zanzibar Environmental Management Act 2005 and the World Bank Group’s Environmental and Social Frameworks on ESS6 “Biodiversity Conservation and Sustainable Management of Living Natural Resources” in the period of twelve (12) months.
The specific goals of the detailed birds and bats study are as follows:
✓ To establish baseline data on birds and bats along the proposed Transmission Lines.
✓ To identify the migratory route along side or crossing the proposed 132 kV Lines in relation to the above mentioned sensitive areas.
✓ Determine the potential for the proposed Transmission Line project to cause adverse impact on birds and bats by characterizing the use of the Transmission Line sites and surrounding areas by birds and bats under various environmental conditions throughout the year.
Data collected prior to construction can be compared to information collected in a similar manner after the construction to determine which impact, if any, the project has on migrating and resident breeding and wintering birds and bats.
