This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the UN Development Business on July, 2022.The Revolutionary Government of Zanzibar through the United Republic of Tanzania has received financing from the World Bank towards the cost of the Zanzibar Energy Sector Transformation and Access Project (ZESTA) and intends to apply part of proceeds for supply of four units of motor vehicles (brand new) Pickup Double Cabin for ZESTA Project Office.
The General Manager of Zanzibar Electricity Corporation now invites sealed Bids from eligible Bidders for the Supply of Four New 4WD Double Cabin PickUp.
CONSULTANCY SERVICES FOR DISTRIBUTION NETWORK REFURBISHMENT AND STRENGTHENING AND LAST-MILE CONNECTIONS
The United Republic of Tanzania, through the Ministry of Water, Energy and Minerals (MoWEM) of Zanzibar, intends to implement the Zanzibar Energy Sector Transformation and Access Project (ZESTA) with financing from the World Bank. The objective of the proposed project is to expand access to reliable and efficient electricity services and to scale up renewable energy generation in Zanzibar. The project will be implemented over a period of six years. The project will be implemented by Zanzibar Electricity Corporation (ZECO) and the Ministry of Water, Energy and Minerals (MoWEM) of Zanzibar. ZECO will implement Component 1, Component 2, and relevant parts of Component 3, while MoWEM will implement the bulk of Component 3. ZECO and MoWEM will each establish a dedicated Project Implementation Unit headed by a Project Manager and Project Coordinator respectively, and supported by staff with requisite technical, fiduciary, and social and environmental safeguards skills

Specifically this provision of Consultancy Services is for the proposed distribution network refurbishment and strengthening and household last-mile connectivity scale-up in Zanzibar will consist of (a) conducting necessary surveys, feasibility studies, environmental and social safeguards studies, and any required investigations and tests; (b) technical appraisal and packaging of the subprojects, (c) preparation of engineering designs; (d) preparation of bidding documents for the different work streams; (e) support to the Client during the procurement phase; and (e) construction supervision, contract monitoring including periodic monitoring and reporting on environmental and social safeguards aspects, and support to the Client during the Defects Liability Period (DLP).

The African Development Bank (the AfDB or the “Bank”) hereby invites Consulting Firms to indicate their interest for the provision of consultancy service for the implementation of “Updating of Feasibility Study, and Preparation of ESIA, RAP, Design and Bidding Documents for Tanzania Expansion of Transmission, Distribution and Last-Mile Connectivity Project” in the United Republic of Tanzania (Arusha, Dodoma, Mbeya, and Mwanza Regions in Tanzania Mainland and Unguja and Pemba Islands in Zanzibar).
The Bank, working with the Government of the United Republic of Tanzania, is preparing for potential financing, a pipeline of power sector projects that will address the sector development needs of Tanzania. One of the projects identified is the above captioned project and the project is intended to reinforce transmission and distribution networks for Arusha, Dodoma, Mbeya, and Mwanza Regions in Mainland Tanzania and implement last-mile connectivity in Pemba Island in Zanzibar.
